Elizabeth Kabalka Named Executive Director
We are excited to announce an important leadership transition at Richland First Steps.
Elizabeth Kabalka, MSSW, has been named Executive Director and will officially step into the role on April 21, 2025. With more than two decades of experience in early childhood education, nonprofit leadership, and collaborative community work, Elizabeth brings the expertise and vision needed to guide Richland First Steps into its next era of service.
She joins us from Smart Start of Mecklenburg in Charlotte, North Carolina, where she served as Programs Director. In that role, she managed the investment of nearly $13 million annually in early childhood education, health, literacy, and family support programs—leading initiatives to strengthen program quality and streamline impact evaluation processes.
“Elizabeth Kabalka brings a wealth of knowledge, a proven track record in program management, and a deep passion for improving outcomes for young children and families,” said Davida Price, Executive Search Committee Chair and RFS Board Member.
As Richland First Steps commemorates 25 years of service, Elizabeth’s leadership brings fresh energy and vision to guide us into our next chapter. Her background in social work, program innovation, and nonprofit sustainability makes her an ideal fit to lead us forward.

Kabalka is eager to build on RFS’s strong foundation. “I am honored to join RFS and continue its mission of preparing young children for success in school and life,” said Kabalka. “This organization plays a critical role in supporting families and strengthening our community. I look forward to collaborating with the board, staff, and partners to further our reach and impact.”
