Introduction:
The Richland County First Steps Partnership Board is requesting proposals for legal support services for the fiscal year ending June 30, 2026, with the possibility of annual renewal for 2027, 2028, 2029, and 2030.

A pre-proposal conference will be held at noon on December 15, 2025 at the Richland County

First Steps office:
1800 St. Julian Place, Suite 406, Columbia, SC.

Scope of Work Includes:

Richland County First Steps is seeking a legal consultant to advise on employment-related matters and support organizational leadership. Core services include:

Legal Advisory & HR Support

  • Provide legal advice regarding human resources issues, employment terminations, policies, and administrative needs.
  • Advise leadership when employment-related problems arise.
  • Maintain documentation in accordance with federal and state regulations.

Training & Collaboration

  • Provide trainings on best practices in employment law.
  • Conduct in-person meetings with staff or board members as requested.
  • Support leadership with knowledge of HR protocols and legal considerations.

Ongoing Communication & Reporting

  • Issue routine reports to the Executive Director and relevant staff.
  • Respond to requests from external legal counsel when required.

Payment Structure

  • Monthly payments based on submitted invoices documenting time worked.

  • Personnel Assigned
    Names and resumes of key staff and project manager.
  • Cost Proposal
    Retainer or hourly rate, including estimated time needed for typical nonprofit HR issues.
  • Approach & Methodology
    How the firm will address the scope of work and support RCFS needs.
  • Mandatory Criteria
    Compliance with SC Ethics Act, nondiscrimination, drug-free workplace compliance, and acknowledgment of required contractual terms.
  • Additional Data
    Any other information essential to the firm’s proposal.
