Elizabeth Kabalka
Executive Director
Elizabeth Kabalka is a seasoned leader in early childhood education and nonprofit management, bringing more than 20 years of experience to Richland First Steps. Throughout her career, she has championed early childhood programs, led impactful strategic initiatives, and built strong partnerships to support children and families across communities.
Salli McCartha
Director of Human Resources
Salli McCartha, PHR, SHRM-CP, is an experienced Human Resources Manager with a passion for fostering collaboration and promoting growth. Outside of work, she enjoys reading, being outside, and spending quality time with her loved ones.
An Jeanette Paredes
Programs Director
An Jeanette (pronounced "On-ja-net") joins Richland First Steps as the Programs Director, bringing over 25 years of experience in early childhood education and administration. A graduate of Delaware State University with a master’s in Organizational Leadership from UNC-Charlotte, her career has taken her around the world, including six years in Okinawa, Japan. She loves football, basketball, and spending time with her family—including her beloved Jack Terrier, Bach.
Quinn Baker
Director of Home Visitation
Quinn Baker, a former teacher and home visitor, holds a BA in Education from the University of South Carolina and a master’s in Early Childhood Special Needs. With seven years of Montessori teaching and nearly eight years as an early interventionist in Richland County, Quinn is passionate about inclusive learning. As Director of Home Visitation, she is dedicated to expanding Richland First Steps’ impact to better serve children and families in need.
Lakeema MayBank
Center Director - Ridgewood
Lakeema Maybank has been a dedicated member of Richland First Steps for five years, excelling as a teacher, Early Head Start educational coach, and now Center Director. With over 10 years of experience in child care, she holds a degree in Child and Family Development from Benedict College. Outside of work, she enjoys making memories with her 10-year-old son, Liam, and family.
Joanne Vaughn
Center Director - Virginia Wingard
With over 20 years of experience in early childhood education, Joanne Vaughan has served in various roles, from floating and teaching to directing. She is passionate about teaching children and empowering educators to grow in their profession. Joanne holds a Master of Arts in Educational Leadership and lives by Nelson Mandela’s words: "Education is the most powerful weapon which you can use to change the world."
Jasmine Rucker
Intake Coordinator
Jasmine Rucker, Intake Coordinator, holds a BS in Human Services and brings over 10 years of experience working with children and families, including nearly three years with Richland First Steps. Starting as a Family Support Advocate, she now oversees the Early Head Start (EHS) program, focusing on ERSEA standards. Passionate about building relationships, Jasmine loves supporting families. In her free time, she enjoys watching her son play sports and cheering for the Clemson Tigers and Green Bay Packers.
Marlon Vickerman
Marketing Coordinator
Marlon brings over 10 years of experience in communications and marketing, with a passion for creating meaningful connections. At Richland First Steps, he’s all about sharing the organization’s stories and helping families access the resources they need. Originally from the Caribbean, Marlon loves photography, reading, and visiting the beach—it’s his favorite way to feel at home, no matter where he is.
Amy Raynor
Office Manager/ Program Support
Amy Raynor has been with Richland First Steps for five years, serving as EHS Program Support, Office Manager, and Assistant to the Director of Finance. With a background in office administration and early education, she’s passionate about early childhood development and operations. Outside of work, she enjoys nature, reading, music, and time with family.
Sammantha Truesdale
Health and Disability Coordinator
Sammantha Truesdale brings over seven years of experience in Early Head Start, focusing on supporting families with health, disability, and prenatal needs. She coordinates the Annual Health Conference, providing families with essential health resources from the community. In her free time, Sammantha enjoys quality time with her husband and three children, relaxing by the beach or lake, and indulging her love for all things Disney!
