The 0-5 Challenge in Richland County

Right now in Richland County, thousands of young children are at risk of falling behind—before they even set foot in a classroom.

  • There are more than 26,800 children ages 0–5 in our county, yet 4 out of 10 kindergartners are starting school already behind—lacking the basic skills they need to thrive.
  • 42% of children under age five live in poverty or low-income households—conditions that can severely limit access to quality early learning, health care, and stable home environments. Without early intervention, these gaps only grow wider.

Our Impact on the 0-5 Challenge in Richland County

Our work is not only urgent—it’s effective.

A 2019 evaluation by the University of South Carolina’s Institute for Families in Society found that children who received services from First Steps local partnerships were:

  • 74% more likely to score at the highest level on the Kindergarten Readiness Assessment
  • 34% less likely to be chronically absent in kindergarten
